How does it all work? What's the context behind its existence?
We know the out-of-universe reason for Ramanas Park is to replace a defunct features and give you a place to capture legendaries from Gens 1-3 without needing the assistance of other games. However, what exactly is the context behind this place from an in-universe standpoint? Pal Park was explained by having the Pokémon transferred being framed as imports. However, with Ramanas Park, this doesn't really work all that well and seems contradictory to itself as to the nature of the place. I wouldn't even say it explains its origins all that well if at all.
NPCs talk about how this place is a man-made tourist attraction and it seems like there are NPC construction workers there to block you from entering before unlocking the National Pokédex, though this could just be an oversight/carryover from Gen 4 because of the whole "faithful" angle. The rooms themselves seem to be man made as well given the presence of technology in the rooms such as showing a hologram that appears in the rooms after you capture a legendary. There's also the guy who thanks you for showing him the Pokémon that come smell the roses or something like that. However, the item descriptions of both the Mysterious Shards (S and L) and the various Slates are said to be filled with some sort of enigmatic power/energy of some sort, as well as having some uncanny connections to ramanas roses and Ramanas Park itself, suggesting some sort of supernatural/cosmic origin instead:

A slate overflowing with enigmatic energy. You can feel a strong connection between it and the _____ Room at Ramanas Park.
So, what do you guys make of all of this? Do you think that Ramanas Park, the rooms, and the various Slates are all man-made technological products? If so, then why?
Is there some sort of supernatural/cosmic force behind the phenomonon of the park instead? If so, then could the park and the slates have been made by the same entity responsible for the Arc Phone in Legends: Arceus (which itself is debatably cosmic or technological)?
Or is it some sort of combination of the two? Let me know what you guys think!
